Job Summary:

The Airport Equipment Technician II performs a variety of technical, mechanical and general repair or maintenance on a wide variety of vehicles and/or building systems. This is a first level position in that tasks are of a moderate level of technical difficulty involving diagnostic skills and component rebuilding. The Airport Equipment Technician II is also responsible for operating specialized equipment that is categorized as heavy and requiring a greater degree of skill to operate.

Scope of Responsibility:

The Airport Equipment Technician II assists in performing work on high value equipment where proper preventive maintenance is necessary in order to preserve assets and avoid injuries attributable to equipment failure. Work involves some risk of harm to personnel, equipment or property. Responsible for all equipment issued, which is of a high dollar value, in accordance with airport policy. The Airport Equipment Technician II often works with limited supervision and may provide work direction to seasonal and temporary workers.

Essential Duties and Responsibilities:

1 Assists in repairing major and minor components found on the different types of vehicles operated by the airport.
1.1 Equipment includes gasoline and diesel motors, pumps, hydraulic systems, pneumatic systems, conveyor systems, heating AC systems, electrical systems, electronic/computer systems, transmission preventive maintenances, gear cases, boiler systems, valves, etc.;

1.2 Assists in diagnosing various equipment and vehicles when malfunction occurs by communicating with onboard computers and/or utilizing other testing devices. Makes recommendation to supervisor on appropriate repair procedures;

1.3 Assists in performing preventative maintenance on vehicles and/or equipment including safety compliance checks, in order to ensure safe and efficient operation.

2 Assists in repairing major and minor components of building systems.

2.1 Equipment includes electrical motors, pumps, hydraulic systems, pneumatic systems, conveyor systems, heating AC systems, cryogenic systems, electrical systems, electronic/computer systems, plumbing systems, gear cases, boiler systems, valves, etc.;

2.2 May include work on external lighting.

3 Assists in performing repair on the bodies of vehicles operated by the airport.

3.1 Tasks include painting (application of single stage and base coat/clear coat systems), surface preparation, fiberglass repair, rust proofing and repair, window replacement, door and hood adjustment, frame and structural straightening, repair of unitized bodies and other duties of a similar level;

3.2 Welds components to the vehicles as needed for function or safety.

4 Operates unique and specialized airport equipment including but not limited to Oshkosh 4WD trucks with 24-foot blades, 18-foot runway brooms, sand truck, road plow/spray/sander truck, runway friction testers, mowers, runway sprayer, motor grader, front-end loaders, and large snow blowers.
4.1 Logs daily activities including, time spent on each job, maintenance, repairs, etc. fill in gallons used on equipment;
4.2 Inspects equipment prior to operation to ensure proper fuel levels, tire pressure and overall condition are conducive to its safe operation. Reports broken parts and malfunctioning equipment to supervisor as needed;
4.3 Changes cutting edges and broom cores on airport snow removal equipment;
4.4 Performs routine maintenance to vehicles such as cleaning, changing oil, greasing parts, etc.;
4.5 Assists equipment technician with repairs, cleaning, and inspections of all vehicles in fleet.

5 Understands, and follows FAA safety regulations Part 139 Airport Certification, while operating in an extremely controlled and regulated environment:
5.1 Trains annually in FAA regulations for safety and compliance;
5.2 Completes annual recurrent training for airfield driving, including proper radio procedure when communicating with the Air Traffic Control Tower;
5.3 Conducts regular self-inspections of the Airport Operations Area (AOA) to include airfield runways, taxiways, ramps, safety areas, marking and lighting, and security to ensure compliance with Federal Aviation Administration (FAA) rules and regulations;

5.4 Conducts perimeter gate and mutual aid entry location inspections to ensure operability of all gates and entry/exit locations. Particular attention will be given during winter operations to ensure all locks, card boxes and mechanisms are operable. Also ensures that roads associated with access gates are serviceable and clear of any obstructions that could impede a possible off-airport response;

5.5 Maintains runway surfaces; Applies FAA approved non-corrosive granular or liquid deicer to runway surfaces, according to conditions;

5.6 Issues Notices to Airmen (NOTAMs) to describe current airfield conditions;
5.7 Operates and monitors regulators on high voltage lighting systems;
5.8 USDA certified, trains annually in identification, proper mitigation and dispersion of wildlife from the airfield, by use of pyrotechnics, or lethal means if necessary;
5.9 Administers herbicides, insecticides, and pesticides as needed;
5.10 Takes water samples from airport storm water outfalls as needed for storm water testing;
5.11 Monitors the airfield for FOD (Foreign Object Debris - litter or wind- blown debris)
5.12 Ensures that fire extinguishers are up to date;
5.13 Aligns airport visual navigation aids (PAPI Precision approach path indicator);
5.14 Provides security support for airfield operations area; escorts visitors as necessary.

6 Working knowledge of TSA regulations, specifically Part 1542 Airport Security. These procedures are referred to as Sensitive Security Information (SSI) and cannot be listed.

7 Serves as backup supervisor during the supervisor’s absence.
7.1 Makes decisions on whether the runway can remain open in difficult conditions;
7.2 Performs surface friction tests during difficult conditions;
7.3 While performing the same or similar work as work crew under the line of authority, serves as a team leader, assigning particular work to their co-workers using informed and independent judgment when making these assignments and ensuring the employees know and follow airport rules as well as sound work and safety practices.

8 Operates light and heavy equipment to assess a needed repair, to transport malfunctioning equipment or to assists in public works maintenance projects as needed.

9 Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
9.1 Communicates with the air traffic control tower;
9.2 Frequently communicates with others in the work unit to provide information relating to work assignments and progress of work or to convey information about conditions or work-related needs; occasionally interacts with others in the work unit to exchange detailed and/or technical information where the ability to explain concepts is exercised;

9.3 Conveys basic information to the public when approached with questions; occasionally interacts with vendors or across departments to exchange detailed and/or technical information.

10 Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.
10.1 Knows and follows Airport Authority rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;
10.2 Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;
10.3 When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.

11 Performs other duties and activities as assigned.

Minimum Qualifications:

The job requires an associate degree in an appropriate mechanical specialty, such as automotive and diesel technology, or three or more years of related work experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A valid commercial driver's license (CDL
Class B) with an air brake endorsement and appropriate state of North Dakota Operator's Certificate is also required. A Hunter’s Safety Certificate is also required or must be able to obtain within 12 months. The job may require current ASE (Automotive Service Excellence) certification or other appropriate certification.

Employment is contingent upon successful completion of a fingerprint-based FBI criminal history record check and a TSA security threat assessment to be issued an airport identification badge.

Knowledge, skills and abilities include:

Knowledge of welding, cutting, and other metal working techniques;
Knowledge of machine shop practices;
Skill in basic mathematical computations to make precise measurements and develop repair estimates;
Skill in written English sufficient to read technical manuals and instructions and to record pertinent information concerning repairs;
Skill in communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction;
Skill in computer operation pertaining to accessing onboard computers;
Knowledge of the proper and safe operation, servicing and maintenance of material moving equipment;
Knowledge of local and state laws and regulations regarding the operation of equipment.

Physical Demands & Working Conditions:

Most work is performed in a shop environment, but will include outdoor work. Work varies from moderate to very heavy and requires lifting, pushing, pulling and climbing. There is regular exposure to multiple very disagreeable working conditions such as extreme weather conditions, dust, dirt, mud, fumes, and loud noise. There is regular exposure to hazardous chemicals and fuel, fumes, electrical hazards, moving equipment, vehicles, and slippery conditions.

Climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions.

Very Heavy Work: Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.
