Transportation Specialist II:
Provides technical expertise and coordination for transportation programs involving, traffic operations & maintenance of highways and facilities in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Conduct and oversee pavement data collection and audits to ensure completeness and accuracy of PMIS data. Serve as the District's Texas Reference Marker (TRM) Coordinator, and collect/report data for the TRM system. Support the District's pavement maintenance program through the use of Pavement Analyst. Utilize GIS software to produce maps for the District. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Transportation Specialist III:
Provides technical expertise and coordination for transportation programs involving traffic operations & maintenance of highways and facilities in accordance with Department standards. Assists with project planning and [oversight], and the development of policies and procedures for area of responsibility. Conduct and oversee pavement data collection and audits to ensure completeness and accuracy of PMIS data. Serve as the District's Texas Reference Marker (TRM) Coordinator, and collect/report data for the TRM system. Support the District's pavement maintenance program through the use of Pavement Analyst. Utilize GIS software to produce maps for the District. Work requires contact with governmental officials,
consultants, contractors and private entities. [Employees at this level establish their own work plan and priorities to meet set
objectives. Issues are rarely referred to the supervisor but are handled at the occurrence].
Essential Duties:
Transportation Specialist II:
- Inspects roadways and evaluates road conditions
- Oversees the Pavement Evaluation System
- Oversees the Texas Reference Marker System.
- Performs data collection, evaluations, analyses, inspections, and or assessments.
- Provides technical expertise and coordination for maintenance operations including prioritizing projects, monitoring
correspondence and writing memorandums and reports. - Provides technical expertise and coordination of transportation programs in a district or division in the following
functional activities: PMIS, TRM, Pavement Analyst and GRID. - Drives a state vehicle to travel to districts and maintenance offices to perform site visits and monitor maintenance programs.
- Performs other job responsibilities as assigned.
Additional responsibilities for Transportation Specialist III:
- Serves as program coordinator
- Assists in prioritizing projects
Minimum Qualifications:
Transportation Specialist II/III
Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis
Substitutions for Minimum Qualifications
Experience: 4 YEARS Transportation design, construction, traffic operations, maintenance, bridge inspection
(Experience can be satisfied by fulltime or prorated parttime equivalent)
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
Transportation Specialist II/III
Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience: 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by fulltime or prorated parttime equivalent).
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

- Pavement management processes and procedures

- Materials used in highway construction and maintenance
- Roadway maintenance concepts, methods and procedures
